Yes. Project Zomboid servers install Workshop mods themselves from two settings — the Workshop item list and the mod list — and the server downloads everything on boot. You manage both from your control panel, with full file access if you prefer doing it by hand. One thing to know about B42: mods must be updated for Build 42 specifically. B41 mods will not load, so check the Workshop page says B42 before adding one.

Build 41 worlds are the honest exception: B42 changed the world format and B41 saves do not convert, which is The Indie Stone’s limitation rather than a hosting one.

Plan RAM is what actually limits a busy server: as a rule of thumb the engine wants its ~6GB base plus roughly half a gigabyte per concurrent player, so a 10GB server suits a small group of friends and 16GB carries a genuinely busy world.
No — Project Zomboid is a PC game. There is no console version, so there is no crossplay to configure: everyone joins from the PC build with your server’s IP and password.
